Internal Bulletin 2 – 29/11/2010
The Fund's Board of Directors held its 2nd Session for the year 2010 on Monday,29/11/2010. The Board perused at its session the Minutes of it's 1st Session of the Board for the year 2010 held on 27/05/2010 and authenticated on 23/08/2010. The Board also perused the minutes of the 1st Session for the year 2010 for the Board's Investment Committee held on 25/08/2010 and the Minutes of the 1st, 2nd, 3rd and 4th Sessions for the year 2010 for the Board's Internal Audit Committee held on 18/04/2010, 7/06/2010, 09/06/2010, 16/06/2010 respectively
The Board considered the Minutes of the 2nd and 3rd Session of the Board's Loan Committee held on 24/08/2010 and 29/11/2010 and approved its recommendation to approve the Fund's strategic plan for the period 2010/2011 – 2014/2015 and the Committee's recommendation to consider in principle the financing the following projects:-
Kingdom of Swaziland : The Manzini Circle to Mbadlane Highway Project-
Republic of Uzbekistan : Construction of Guzar-Chim-Kukadala Road Project-
Republic of Mozambique : Polytechnics Agrarian Sciences Institutes Project in Manica and Gaza Province-
Kingdom of Jordan : National Railway Network-
Republic of Yemen:
(1) Transmission Line substation 132 KV (Hebaling-Yafa-Albydea)
(2) Program for Improving Harbour City
(3) Program for Rural Road - Sultanate of Oman : Bahla/Abrey (Section Jebren/Abrey) Road-
Republic of Senegal : Dakar Northern Entrance Road (3rd Section) (Second Loan)
Republic of Niger : Arleet – Asamkta- Republic of Tanzania : Calio-Sharoo Road Section and Shaba-Nyaho Road Section- Federal Democratic Republic of Ethiopia : Deesee-Wugltyna Road - Cooperative Republic of Guyana : Demerara East Bank

In addition the Board approved the Committee's recommendations regarding the commencements of the Fund's operation in the Republic of Serbia including its approval to consider in principle the financing of Belgrade Main Railway Station Project.The Board also considered the Fund's 48th Annual Report 2009 – 2010 and approved the Fund's estimated budget for financial year 2011 – 2012.The Board also has considered its Decision by Circular No. 3 for the year 2010 dated 06/10//2010 approving a Loan for Nouakchott University in Mauritania.The Board approved in its Session the following:
(1) A Loan in the amount of 30 million Kuwaiti Dinars for financing Benha Thermal Power Plant Project in the Arab Republic of Egypt.
(2) A Loan in the amount of 3 million Kuwaiti Dinars for financing the Sangmélima-Djoum Road Project in the Republic of Cameroon.
(3) A Loan in the amount of 3.7 million Kuwaiti Dinars for financing the Ouidah – Allada Road and Pahou – Tori Slip Road Improvement Project in the Republic of Benin.
(4) A Loan in the amount of 4.5 million Kuwaiti Dinars for financing the Trauma and Acute Care Centre at Korle-Bu Hospital Project in the Republic of the Ghana.(5) A Loan in the amount of 15 million Kuwaiti Dinars for financing the Shikalbaha 225 MW Dual Fuel (FO & Gas) Combine Cycle Power Plant Project in the People's Republic of Bangladesh.
(6) A Loan in the amount of 2.5 million Kuwaiti Dinars for financing the Agricultural Feeder Roads Project in Grenada.
(7) A Technical Assistance in the amount of 250,000 Kuwaiti Dinars for the preparation of Technical and Economic Feasibility Studies and Preliminary Design for the Kiffa-Tamzakt-Aioun Project in the Islamic Republic of Mauritania.
(8) A Technical Assistance in the amount of 300,000 Kuwaiti Dinars for the comprehensive Feasibility Study of the Rehabilitation and Improvement of Eastern Nag Hammadi Canal and its Branches and the Hydraulic Equipment project in the Arab Republic of Egypt.
(9) A Technical Assistance in the amount of 150,000 Kuwaiti Dinars for the preparation of Technical and Economic Feasibility Studies and Detailed Design for the National Hospital in Mbabane project in the Kingdom of Swaziland.
(10) A Technical Assistance in the amount of 150,000 Kuwaiti Dinars for the preparation of Technical and Economic Feasibility Studies and Preliminary Design for the Kompongspeu – Oral – Utdong Road in the Kingdom of Cambodia.

(1) A Technical Assistance in the amount of 400,000 Kuwaiti Dinars for the preparation of Technical and Economic Feasibility Studies and Preliminary Design for the Durres – Plepa Junction Road Project in the Republic of Albania.
(2)A Technical Assistance in the amount of 120,000 Kuwaiti Dinars for the preparation of Technical and Economic Feasibility Studies and Preliminary Design for the Water Supply Programme for two Rural Communities (Port Loko & Koidu New Sembehun City and Yengena) in the Republic of Sierra Leone.
(3)A Grant in the amount of 525,000 Kuwaiti Dinars to cover shortfalls under the Fund Grant No. (271) for financing the Construction of Girls Secondary School in the city of Al-Head in the Kingdom of Bahrain.
(4)A Contribution on behalf of the Government of the State of Kuwait, for the 8th Replenishment of International Fund for Agricultural Development (IFAD).
(5) Participation of the Fund in the Debt Relief (under the HIPC Initiative) burden of debt owed to the Fund by the Republic of Congo.
(6)Cancellation of the Board's Decision No. 14 for the Year 2009 approving a Technical Assistance to finance the feasibility Study and detailed design for the Thmar Korl – Sampov Lun and Kon Damrey – Pailin Road in the Kingdom of Cambodia.
(7)Cancellation of the Board's Decision No. 22 for the Year 2005 approving a Technical Assistance to cover part of the cost of the consultancy services needed for preparing the master plan for developing the area surrounding the Lake Nasser in the Arab Republic of Egypt.
(8)Cancellation of the Board's Decision No. 8 for the Year 2007 approving a Technical Assistance to finance the feasibility studies and preliminary design for the Mzimba-Eswazini-Kafukule-Ekwendeni-Njakwa Road Project in the Republic of Malawi.
(9)A contribution in the program on the Promotion of Food Security in a number of Arab Countries.
