About the Fund

The Kuwait Emergency Response Fund (KERF) is a national initiative supporting the State of Kuwait in repairing the damage to critical infrastructure and essential services caused by the aggression against Kuwait. Through a flexible institutional funding framework, it enables rapid response, rehabilitation, and recovery.
KERF was established by Council of Ministers Resolution No. 587 of 2026 and operates as a dedicated financial window administered by the Kuwait Fund for Development.
