Right to Access to Information
Right to Access to Information Law:
Law No. 12 of 2020 regarding “The Right to Access Information” was issued emanating from international obligations and agreements as one of the international channels to enhance integrity and tackle corruption. This law aims to promote the freedom of information circulation and the right to access such information, it also enhances the principles of transparency and integrity in administrative and economic transactions, also to enhance confidence in decisions issued by government bodies to whom the law is addressed. The executive bylaws of Law No. 12 of 2020 were also issued pursuant to Ministerial Resolution No. (62) of 2021.
In enactment of this law, the Director-General of KFAED issued Resolution No. 12 of 2022 dated 13/01/2022, regulating the right to access KFAED information.
Steps to submit the right to access KFAED information Application (in person):
1. Print and fill out the approved form to request the right to view or to obtain information and documents. The form is available on KFAED website.
2. Attach the supporting documents for the application and proof of purpose.
3. Submit your application in person at: (Kuwait Fund for Arab Economic Development, Building No. 1, Third Floor, Technical Office Department).
4. Obtain a receipt of the submitted request.
Steps to Submit the right to access KFAED information Application (by email):
1. Fill out the approved form to request the right to view or to obtain KFAED information and documents online. The form is available on KFAED website.
2. Attach the supporting documents for the application and proof of purpose.
3. Send the form via e-mail to RSI@KUWAIT-FUND.ORG
4. You will be sent, by email, a receipt of the submitted request.
Note: If the request includes (the right to access) only, a date will be set for the applicant to visit KFAED headquarters to view the documents. In the event that the submitted application includes (obtaining documents), fees prescribed by law shall be applied in accordance with Article (4) of the Executive Bylaws issued by Ministerial Resolution 62 of 2021.
Legal fees for the right to obtain documents:
• Five Kuwaiti Dinars (KD 5.000) for each document, not exceeding (10) pages.
• Five hundred Fils (KD 0.500) for each additional page.
Grievance against the decision to reject the application for the right to access or to obtain documents:
Any applicant whose application has been explicitly or implicitly rejected within the period prescribed by law, may submit a grievance to KFAED, in writing or electronically, within (60) days from the date of their knowledge of refusal, or from the date of ending period specified by law for examining the application without a response. The applicant shall receive a response to the grievance within (60) days from the date of submission.

2. Attach the supporting documents for the application.
3. Submit the filled grievance form in person at: (Kuwait Fund for Arab Economic Development, Building No. 1, Third Floor, Technical Office Department).
4. Obtain a receipt of the submitted request.
